Message from the President, Linda MERKLE (USA)
Welcome to a very busy spring and summer sailing season! We are pleased to report a great deal of activity in Europe and on the other side of the pond as well. The World Cup events continue, but fleets are anticipating other events - from a possible Sonar event in Weymouth in July to a 2.4mR and Sonar event in Germany in August to the Canadian Mobility Cup in Toronto in September (see website for further details) to a Hobie Trapseat Regatta in California in November, there is a full plate of sailing possibilities - not to mention the IFDS Worlds in Greece in Athens in October. Elsewhere in the bulletin you will find directions to the link to our calendar. And thank you to those of you who are sending Emma and me event details. Emma updates that calendar regularly, so be sure to check it and to keep her informed of events which you would like to include on the site.

Thank you as well to the many volunteers and organizers who make these events possible - they labor behind the scenes so that the sailors can do what they love best - go sailing and have fun!

Introduction to IFDS Vice-President, John TWOMEY (IRL)
IFDS Vice-President John Twomey (IRL) has been involved in disabled sports since 1970 and became involved in sailing in 1981 when he was the Founder Member of Irish Disabled Sailing Group. From 2000-2008, John was a member of Irish Paralympic Sailing Team. He competed in the 2000, 2004 and 2008 Paralympic Sailing Competitions and was winner of Irish Sailing Championships in various Classes, for both the disabled and able-bodied.

John has a great deal of experience which includes;

Treasurer, Secretary, Rear Commodore, Vice Commodore, Commodore, Kinsale Yacht Club, 1989-2001
IFDS Vice-President, 2005-Present (Treasurer 2008/2009)
IFDS Functional Classification System & Procedures Manual 2009 (FCS 2009)
The IFDS has now published the IFDS Functional Classification System & Procedures Manual 2009-2012 (FCS2009) which came into effect on the 1 January 2009.

Summary of Changes

This 2009-2012 IFDS Functional Classification System & Procedures Manual has largely been rewritten to accommodate both the International Paralympic Committee (IPC) and the International Sailing Federation (ISAF) requirements.

Changes are summarized as follows:

a. Procedures concerning Protests and Appeals have been clarified.

b. Although all sailors must report to a Classification Panel before their first race in the new Quadrennium, the procedure will be quick and simple for sailors who already know their Class and Status. New expressions have replaced old - previous T, PRS, and PPS status are now respectively N (New) R (Review) and C (Confirmed) to align with the IPC Code.

c. Although there are no major changes affecting Classification points, the system now includes specific wording to enable broader inclusion of persons presenting dwarfism who may not have been eligible to compete according to the previous system. Discussions are ongoing concerning other disabilities not yet included.

d. Also, SKUD18 teams continue to include at least one female, but one of the sailors may be 1 point or 2 points, the other must have at least minimal disability.

e. The IFDS Classification Administration Fee has been increased to 50 Euros.

Notice to sailors

IFDS International Classifications for the 2009-2012 quadrennium has occurred at several events in 2009, including the IFDS One-Person Dinghy World Championship, IFDS Blind Sailing World Championship and several ISAF World Cup events.

The IFDS Secretariat will begin posting on the web site the names of sailors who have gone through the classification process, but details of their classification will not be posted until payment details have been processed. If there are questions, please do not hesitate to contact the IFDS Secretariat.

ISAF Sailing World Cup
The first-ever 2.4mR Medal Race was won by Thierry SCHMITTER (NED) but it was two-time Paralympic medallist Damien SEGUIN (FRA), who finished in second, who took overall victory at the Semaine Olympique Francaise, event four of the ISAF Sailing World Cup.

Megan PASCOE (GBR) finished in sixth place overall at Hyeres to retain her lead in the ISAF Sailing World Cup Standings.

IFDS Blind Sailing World Championship
Letter from Peter Carr, National Race Officer, IFDS Blind Sailing World Championship

It was a great pleasure to receive your letter concerning our Race Management efforts during the recent IFDS Blind Sailing World Championships. I take those comments on board on behalf of the whole Race Management team including those labouring on the mark boats - often the 'forgotten people'.

The disabled sailors like the VIP's - are tremendously talented, brave and adventurous. A pity that there are not more people in the world like them who can harness physical difficulty with an almost overwhelming determination in order to achieve their goals.

Possible Three-Person Keelboat (Sonar) Events
Hannah STODEL (GBR) has informed the IFDS that the Great Britain Paralympic Sonar team, consisting of John ROBERTSON, Hannah and Stephen THOMAS, are arranging the following events in 2009:

11-14 June 2009, Cowes, GBR
4-5 July 2009, Scotland, Royal Northern & Clyde Yacht Club, GBR
11-14 July 2009, Weymouth, GBR

The 11-14 June event will be in Cowes and is being hosted and organized by the Cowes Corinthian Yacht Club (CCYC) with the help from 1996 Paralympic Gold Medalist, Andrew CASSELL.

The 4-5 July event is being hosted by the Royal Northern & Clyde Yacht Club. This event will be open so spinnakers will be used for the Sonar class. The fleet in Scotland is established and a minimum of 10 entries is expected.

The 11-14 July event will be hosted by the Weymouth & Portland National Sailing Academy, which is the venue for the 2012 Paralympic Sailing Competition.

Hannah notes that the organization of these events is reliant on achieving sufficient numbers of participants. She therefore asks that all athletes interested in attending to email her at the address below as soon as possible and inform her of your interest in attending or risk losing these events and some very valuable racing time!

Semaine Olympique Française

Due to the low number of participants entered to compete in the Paralympic Classes of the Three-Person Keelboat, Sonar and the Two-Person Keelboat, SKUD18 it was decided to cancel these events.

PLEASE NOTE

As you will be aware, based on feedback the IFDS have established a Test Ranking System for the disabled athletes. The results for the Semaine Olympique Française, Hyeres, counted towards the rankings of the Single-Person Keelboat, 2.4mR.

Please be aware that the events that have been chosen to count in the rankings are as follows;
1. Miami OCR, USA
2. Semaine Olympique Française, Hyeres, FRA
3. Skandia Sail for Gold Regatta, Weymouth & Portland, GBR
4. IFDS Disabled Sailing World Championship, One-Person, Two-Person and Three-Person Keelboats, Athens, GRE

In order to make the rankings a true representation of the athletes' abilities, IFDS encourages participation of the Paralympic classes in these events.

AUS - Paralympics Gold Medallist DUNROSS Claims Record

West Australian Paralympics gold medallist turned solo sailor Jamie DUNROSS OAM claimed another record for the longest distance ever sailed by a quadriplegic when he sailed his yacht into Albany last Wednesday 15 April 2009.

Jamie DUNROSS (AUS), who set out from Fremantle on Easter Saturday completed 336 nautical miles (as the albatross flies) and was at sea for over four days, breaking a previous record of 223 nautical miles in 46 hours which he set sailing from Fremantle to Geraldton.

GBR - Hilary Lister, Round Britain Challenge

On the 17 March 2009 Hilary Lister re-launched her 'Round Britain Dream'. This will be the second attempt to achieve the record breaking sail, for the first quadriplegic woman to sail round Britain.

Sailing in an Artemis 20 unassisted, Hilary will be accompanied by her team who will follow in a RIB. The re-launch is set to take place on 18th May 2009 where Hilary will leave Plymouth and hope that bad weather does not hold her back once more!

GBR - Geoff Holt, Atlantic Challenge

In the winter of 2009, quadriplegic yachtsman Geoff Holt will set sail in a 60ft, purpose-built, wheelchair-accessible catamaran on a voyage across the Atlantic Ocean. The 3,000 mile journey will take him up to a month to complete, across some of the most hostile waters in the world.

In completing his Challenge, Geoff Holt will become the first quadriplegic to make the journey, unassisted in every aspect of the sailing.

USA - Blind Individual to Sail Around The World

29 year old Kris Scheppe is planning a solo voyage around the World. Scheppe, the 29-year-old North Fort Myers, USA resident was born with retinitis pigmentosa, a genetic eye disease.

In August 2010, he plans to embark on a six- to eight-month, 24,000-mile journey.

To have his trip count as a record, Scheppe cannot use an engine and can only stop if he needs to make repairs. He has to depart and land in the same place, according to rules from the World Sailing Speed Record Council.

He also cannot travel through canals such as the Suez or Panama. It will just be ocean, open seas and the potential for up to 40-foot waves.

Scheppe plans to christen the ship the Blind Victoria, after Spanish explorer Ferdinand Magellan's ship, Victoria.

USA - Blind Sailor Program Launched at Challenged America

Challenged America has announced the "official launch" of its Blind Sailor program.

Spearheaded by Edd Seach, a blinded sailor and volunteer, the Challenged America Blind Sailor program is tailored for sailors with sight loss, their loved ones and volunteers who would like to learn how to be the sighted sailing-companion for a sailor who is unable to see.

If you are blind or legally blind, know someone who is, or interested in learning how to sail and be the eyes for other sailors, Challenged America would like to hear from you.
