Message from the President, Linda MERKLE (USA)
I begin with congratulations to the sailors who competed so successfully in the IFDS Blind Sailing World Championship recently concluded in Rotorua, New Zealand. It was a spectacular event, according to all reports; our thanks to Blind Sailing International and to the organizers for their efforts on behalf of the sailors.

Next is an update on the request from IFDS that the ISAF World Cup Events be open for Paralympic Classes: ISAF Events Manager, Alastair Fox, expressed our wishes to members of the ISAF Event Management Group, including Bernard Bonneau, director of Semaine Olympique Française, Hyeres. Their conclusion is that these events are to remain closed for this year, but the group welcomes discussions on the issue for next year. Alastair Fox has recommended that there be a meeting between IFDS and Bernard Bonneau in Hyeres; IFDS Vice-Presidents, John Twomey and Costas Tsantilis plan to meet with him while there. Although we are disappointed about 2009, my sense is that ISAF is very open to working with IFDS toward a change of direction for 2010. I would encourage sailors to continue to make their preferences known through their RNA's. It appears that there will be one or more Paralympic classes at many of the World Cup events.

Please read the Bulletin carefully as it contains information about classification at World Cup events as well as details on the web site for the IFDS Worlds in Athens in October 2009.

IFDS World Blind Sailing Championship, 2009
David Staley, IFDS Technical Delegate for the recently concluded IFDS Blind Sailing World Championship in Rotorua, New Zealand, reported that the event went very well with useful and constructive comments from the Jury Chair and the PRO for the future. The final report is not yet finalized.

During the event, an open sailors forum was held, along with discussions related to Blind Sailing Paralympic competition. David met with Blind Sailing International Chairman Don Mason (NZL) and Homerus International Chairman Alessandro Gaoso to discuss cooperation between the two organizations. 2009 IFDS Disabled Sailing World Championship, Athens, Greece
The 2009 IFDS World Disabled Sailing Championship will be held on the 11-18 October 2009 at the Marina Delta Falirou and sailed on the Saronikos Gulf area. The Marina is part of the facilities that formed the Faliron Olympic Coastal Zone Complex for the 2004 Olympic Games.

The Organizing Authority which is the Hellenic Sailing Federation has stipulated that all entries should be made through the athletes Recognized National Authority (RNA) and should be received by 15 August 2009.

Proposed Schedule
Monday 5 October - Opening of the Venue
Friday 9 October - Catering and On-water support available
Saturday 10 October - Classification Seminar - Theory
Sunday 11 October - Classification, Measurement, Registration
Monday 12 October - Classification, Measurement, Registration, Opening Ceremony
Tuesday 13 October - Morning - Classification, Measurement, Registration
Afternoon - Practice Race
Wednesday 14 October - Race Day One
Thursday 15 October - Race Day Two
Friday 16 October - Lay Day/Reserve Day
Saturday 17 October - Race Day Three
Sunday 18 October - Race Day Four, Prize giving and Closing Ceremony

Entry Fee
It is proposed that the Entry Fee will include transport, lunch boxes from the 11-18 October, meals at the opening and closing ceremony's and spaghetti every day.

Because of the economic downturn the entry fee can not be reduced and will be 250 Euro per person.

Transportation
It is hoped that there will be a discount on the ferries from Italy to Greece. Further information will be made available as soon as possible.

Notice of Race
The IFDS Technical Delegate, Costas Tsantilis has confirmed that the Notice of Race for the event will be available on the event web site on 15 April 2009.

News from the chairman of the IFDS Medical Committee, Bernard Destrube
The 2009-2012 Functional Classification System Manual will be published shortly on the IFDS Website. This lengthy document has been largely rewritten to accommodate both the International Paralympic Committee (IPC) and the International Sailing Federation (ISAF) requirements.

Procedures concerning Protests and Appeals have been clarified.
Although all sailors must report to a Classification Panel before their first race in the new Quadrennium, the procedure will be quick and simple for sailors who already know their Class and Status. New expressions have replaced old - previous T, PRS, and PPS status are now respectively N (New) R (Review) and C (Confirmed) to align with the IPC Code.

Although there are no major changes affecting Classification points, the system now includes specific wording to enable broader inclusion of persons presenting dwarfism who may not have been eligible to compete according to the previous system. Discussions are ongoing concerning other disabilities not yet included.

Also, SKUD18 teams continue to include at least one female, but one of the sailors may be 1 point or 2 points, the other must have at least minimal disability.

The IFDS Classification Administration Fee has been increased to 50 Euros.

As this new Quadrennium has opened with exciting Paralympic Sailing included in the ISAF World Cup events, we have planned to have International Classification Panels at the major events. Trofeo SAR Princesa Sofia MAPFRE in Palma and Semaine Olympique Francaise in Hyeres are already confirmed. For 2009, these Panels include two International Classifiers. Any Classification Protests will only be handled at a following event.

We hope that Classification helps keep the playing field as level as possible and we look forward to more sailors and great sailing for 2009.
US revised submission 06-08 regarding SKUD18 Crew Functions:
Following the recirculation of 2008 IFDS AGM Submission 06-08 to RNA's, the responses were as follows:

10 in Favor, 2 Opposed, 1 request for an Amendment and 21 No Responses.

The IFDS Executive Committee agreed that IFDS would adopt the amendment for the time being and that further comments and suggestions would be sought for the 2009 Annual General Meeting.

It was agreed that this decision be publicized through the Bulletin and to the SKUD18 Class. The submission will also be added to the IFDS Rules of Race Management.

Introduction to IFDS Vice-President, David STALEY (AUS)
IFDS Vice-President David Staley (AUS) has been involved in sailing, both as a professional administrator and volunteer, for many years. His involvement with disabled sailing commenced through Sailability in his home Australian State of Victoria and this continues today. He is active in the areas of Blind Sailing, Special Olympics sailing and plays a key role in the International Access Class Association.

David is Chairman of the IFDS Governance & Procedures Committee. He was Technical Delegate for the 2008 IFDS Disabled Sailing World Championship, Two-Person Keelboat held in Singapore, the 2009 IFDS Disabled Sailing World Championship, Single-Person (non-technical) in Auckland, New Zealand and the 2009 IFDS World Blind Sailing Championships in Rotorua, New Zealand which has recently concluded.
METS Update
The METS grant Internet site project is going forward under the guidance of past president Serge JORGENSEN (USA) and IFDS Vice-President Wilfried KLEIN (GER) along with members of the newly formed working party.

Wilfried reports that the platform of the site will be an open source framework, which means that the IFDS Executive Committee, IFDS Commissions and Committees and RNA's will be able to log on to import relevant content. Included will be a sailors' and coaches' forum open to all for discussion topics. It is intended that in the long term, the platform will be translated into languages other than English.

Serge, Wilfried and working party members will confer early in April to create a layout and develop a detailed and specific plan to move the project forward.

Please be aware that the dates for the 2009 IFDS Annual General Meeting and associated meetings have been discussed and are to be confirmed. These meetings will occur during the 2009 ISAF Annual Conference, November 2009, Busan, Korea.

Event Reports - Athens Eurolymp Week, 22-27 March 2009
The Athens Eurolymp Week, which took place in March 2009, was held at the Marina Delta Falirou, the venue of the 2009 IFDS Disabled Sailing World Championships.

This was the first Eurolymp of 2009 and included Disabled Sailing in the competition with the participation of six 2.4mR boats.

The results are:
