ISAF Awards Medals to Two IFDS Officials
The ISAF Executive Committee recently recognized past presidents Ian Harrison (GBR) and Serge Jorgensen (USA) by awarding them ISAF medals.

Ian received the ISAF Gold Medal as a tribute to his outstanding contribution to the sport of sailing and the International Sailing Federation and in recognition of his many years of commitment to the sport.

Long-time member of the IFDS Executive Committee and currently chairman of the IFDS Events & Scheduling Commission, Ian said, "I never imagined that I would ever receive such an honour. I feel very strongly that this is not only acknowledgement of Pauline's and my contributions but also recognition of the development of disabled sailing. Little would have been achieved without the enormous help given freely by many people from all over the world and without the support and encouragement of ISAF."

Recently retired president, Serge Jorgensen (USA) commented upon receiving the Silver ISAF Medal that he "is honored and thrilled to be joining the ranks of past recipients.' In thanking ISAF, he noted further that 'recognition really belongs to the sailors, who have fought for so many years to be able to enjoy our sport."

Congratulations to both of these recipients; each of them has made countless contributions in many ways to the growth of the sport and to the sailors.

Paralympic Gold Medallist Nick SCANDONE Loses Battle With ALS
US Paralympic gold medallist Nick SCANDONE, 42, passed away on the 2 January 2009 after a long battle with ALS, also commonly called Lou Gehrig's Disease. SCANDONE won a coveted gold medal with teammate Maureen MCKINNON-TUCKER (USA) in the Two-Person Keelboat - SKUD18 event at the 2008 Paralympic Sailing Competition in Qingdao, China, this past summer.

"The sport of sailing has lost a great competitor and the most inspirational person most of us will ever know," said Dean BRENNER, Chairman of US SAILING's Olympic Sailing Program. "Words can't describe the pride so many people felt watching Nick take the last few steps towards his dream in China last summer. He was a gold medallist on and off the water, and we'll miss him dearly."

International Paralympic Committee (IPC) - Anti-Doping Code
The IPC Anti-Doping Code Revisions came into force on the 1 January 2009

On this date, revisions to the IPC Anti-Doping Code, the World Anti-Doping Code (WADC) and its related International Standards for Testing, Laboratories and Therapeutic Use Exemptions, as well as the 2009 Prohibited List and the new International Standard for the Protection of Privacy and Personal Information went into force.

2009 IFDS World Blind Sailing Championship, NZL, 13-21 March 2009
The 2009 IFDS World Blind Sailing Championship is taking place on Lake Rotorua, North Island, New Zealand, 12 - 21 March 2009. This World Championship will bring together both blind sailors and sighted support crews from around the world to compete in this event.

Eligibility and Entry
As at the 1 January 2009, 17 crews had registered to compete in the 2009 IFDS World Blind Sailing Championship, but this number is expected to increase. The regatta is open to National & State teams and limited to one team in each of the B1, B2, and B3 Divisions. Teams must be affiliated to an IFDS Recognized National Authority. A list of RNA's can be found on the IFDS Website.

Notice of Race
The Notice of Race has been published and can be found on the Event Website.

Equipment
The Regatta will be sailed in Noelex 25 Trailer Yachts and will have a total crew of 4.

IFDS Executive Committee to Meet; IFDS Functional Classification System & Procedures Manual 2009
The IFDS Executive Committee will be holding a Face-to-Face Meeting in Southampton, Great Britain, 13-15 February 2009. If there are any issues which you would like the IFDS Executive Committee to discuss, then please submit your suggestions to Emma Little at the ISAF Secretariat no later than Wednesday, February 4, 2009.

The IFDS Functional Classification SCS 2009 is undergoing its final editing and is expected to be approved to take effect on 1 March 2009.

Further information will be distributed following the IFDS Executive Committee Meeting.

IFDS Disabled Sailing World Championship, 2009, One-Person, Two-Person & Three-Person Keelboats
The following details concerning the 2009 IFDS Disabled Sailing World Championship (One-Person, Two-Person and Three-Person Keelboats) have recently been confirmed by IFDS. The regatta is set for 11-18 October 2009, with the tentative schedule as follows:

11-13 October - Registration, Classification and Measurement
13 October - Practice Race
14-18 October - Race days with reserve day on 16 October

Access to the venue will be given on 5 October with catering and on-water support available from 9 October.

The venue is The Marina Delta, Falinou, which is a suburb of Athens. It is the site of the Hellenic Sailing Federation and is located north of the 2004 Olympic/Paralympic Sailing venue.

The intent is that the Notice of Race will be published six months prior to the event, on or about 10 April 2009.

IFDS Vice-President and primary organizer of the 2004 Paralympic Sailing Competition, Costas Tsantilis will be the Technical Delegate for this event.

IFDS wish to express thanks to the Hellenic Sailing Federation for undertaking to organize this event in such a short time frame.

ISAF Sailing World Cup
There has been a great deal of discussion about the ISAF World Cup series in relationship to Paralympic sailors.

It is the position of IFDS to support the notice of series which states that the events are open only to Olympic and Paralympic eligible teams. There are several reasons for this limitation. One is that the organizers of each event face enormous problems when they are asked to make exceptions on eligibility for either Olympic or Paralympic classes.

Because of these difficulties, the decision was that requirements for participation should be clear-cut and consistent for all classes competing.

Please note that as previously reported, IFDS will be conducting a test ranking system during 2009. After conversation with coaches and sailors, the events selected for the trial are as follows:
Miami OCR, USA (January 2009)
Semaine Olympique Française (Hyeres), FRA (April 2009)
Sail for Gold Regatta (Weymouth), GBR (September 2009)
2009 IFDS Disabled Sailing World Championship, Single-Person, Two-Person, Three-Person Keelboats, GRE (October 2009).

IFDS Vice-President John Twomey and IFDS Coaches Commission Chairman Betsy Alison are working on this project, along with Emma Little at the ISAF Secretariat. When available, further information will be published.

2012 Paralympic Sailing Competition
The venue of the 2012 Olympic and Paralympic Sailing Competitions is a combination of the Weymouth and Portland National Sailing Academy (WPNSA) and the adjoining commercial marina, in Dorset on England's south coast.

It has kick-started the regeneration of the former Naval Air Station at Portland, now known as Osprey Quay, where new residential, commercial and marina facilities are already underway. It is an exposed spot at the western end of the English Channel, providing some of the best natural Sailing waters in the UK, with facilities on land to match.

Work to enhance the sailing facilities at Weymouth and Portland has been completed. The enhancements to the existing WPNSA facilities include a new permanent 250m slipway and new lifting and mooring facilities.

The project was completed on budget and ahead of schedule, providing world-class facilities for elite athletes and the local community more than three years before the Games.

RNA News - US SAILING Recognizes 2008's Outstanding Sailing Coaches
On 20 January 2009 in Portsmouth, Rhode Island, USA, US SAILING's Olympic Sailing Committee (OSC) has chosen three outstanding sailing coaches for the 2008 Coaches of the Year Awards. The awards are a part of the United States Olympic Committee's (USOC) Coach Recognition Program, which highlights the accomplishments and contributions of coaches who train athletes at all levels of sailing. Based on nominations from the public, the OSC has named Betsy ALISON (Newport, R.I.) as National Coach of the Year, Brett DAVIS (Naples, Fla.) as Developmental Coach of the Year and Carrie ROHDE (Richmond Hill, Ga.) as Volunteer Coach of the Year. These three winners showed extraordinary dedication to the sport of sailing in 2008.

The OSC has also nominated these winners to the USOC for consideration for the 2008 Coaches of the Year Awards across all Olympic and Paralympic sports.

US SAILING's 2008 National Coach of the Year: Betsy ALISON
As Head Coach of the 2008 Paralympic Sailing Team, Betsy ALISON was the driving force behind the team's gold and bronze medals at the 2008 Paralympic Sailing Competition in Qingdao, China. All first-time Paralympians, the U.S. delegation was a force to be reckoned with: SKUD18 sailors Nick SCANDONE and Maureen MCKINNON-TUCKER clinched the gold medal a day early, with two races to go. 2.4 mR sailor John RUFF a relative underdog going into the Games, sailed the best regatta of his career and brought home the bronze. She was also the team coach for the Sonar boat of Rick DOERR, Tim ANGLE and Bill DONOHUE, who won the C. Thomas Clagett Memorial Regatta and the U.S. Disabled Sailing Championship, before competing at the 2008 Paralympic Games.

RNA News - News from Brazil
Berenice Chiarello (BRA) has the following update on recent activities of the Brazilian Paralympic Disabled Sailing Team.

Eleven new One-Person Keelboat (2.4mR's) have been purchased and in December 2008 a regatta was organized in Sao Paolo which saw a turn out of 8 athletes.

It is anticipated that a National Championship will be held in February 2009 which will see athletes competing from Sao Paolo, Rio de Janiero, Minas Gerais and Santa Catarina.

The team was pleased to host Jens Kroker (GER), who sailed their new 19- foot boat with them. This boat is currently being adapted in order to accommodate a wide rang of disabilities.
