Season's Greetings. A Message from the IFDS President Linda Merkle
You will find included in this bulletin important information about several topics, including the site and tentative dates for the 2009 IFDS World Disabled Sailing Championship, One-Person Keelboat, Two-Person Keelboat and Three-Person Keelboat, and the events which are to be used for the 2009 trial ranking system. If you have questions, do not hesitate to contact any member of the Executive Committee.

IFDS welcomes two new committee members: Katerina GOULELIOU-TSANTILIS (GRE) to the Development and Events Committees and Sun PEIYING (CHN) to the Development Committee. Mrs. Tsantilis is active as an International Judge and was instrumental in the organization of the 2004 Paralympic Sailing Competition, Athens, Greece; Mrs. Peiying, Chairman of Qingdao Disabled People's Federation, was heavily involved in the Beijing 2008 Paralympic Sailing Competition, Qingdao, China and looks forward to encouraging and supporting the growth of sailing for people with disabilities in China. IFDS is pleased to welcome these talented women to our team.

We also welcome Ms. Teresa LARA (VEN) as the ISAF representative on the IFDS Executive Committee; Ms. Lara is replacing David IRISH (USA). David was a dedicated and wise counsel for IFDS; we appreciate all that he has done for us. I look forward to a continued and effective relationship with ISAF through Ms. Lara.

In addition, we express our thanks to Luissa SMITH, an ISAF staff contact for several years, who is leaving to pursue other endeavors. Her guidance and support have been invaluable to us; we will certainly miss her and wish her all the best.

Finally. please accept my best wishes on behalf of the IFDS Executive Committee for a joyous holiday season and a Happy New Year to our many friends, old and new, around the world. Fair winds and good sailing in 2009.

Introduction to the newly elected IFDS Vice-President, Wilfried KLEIN (GER)
Sixty-one year old Wilfried KLEIN lives in Germany with his wife and son. He is an Architect and Urban Planner who works as a Project Manager in Dinslaken which is close to the Ruhr Area.

His sporting career started in 1969, and from 1971 has been a member of the German Wheelchair Basketball Team where he competed in two Stoke Mandeville Games (now known as the Paralympics).

Wilfried' s first experience of sailing was when he was 15 years old, but did not initially pursue his interest in sailing straight after he became disabled. In the early 1990's he returned to sailing and competed in a number of races and was National Champion in the Netherland's in the UFO class.

In 1999 he contacted the German Disabled Sailing Team and from 2002 has been the Chairman of the sailing department in the German National Paralympic Committee, DBS.

Introduction to the newly elected IFDS Vice-President, Costas TSANTILIS (GRE)
Newly elected IFDS Executive Committee Member, Constantine (Costas) Tsantilis is a resident in Athens, Greece, where he lives with his wife and daughter.

A Master of Arts in International Public Relations, Costas organizes seminars for Managers. Costas retired from a Textile Manufacturer in Athens which he owned in 1997 and now spends a great deal of time officiating at events which includes his involvement as the Administration Manager for the 2004 Olympic & Paralympic Sailing Competitions in Athens, Greece. He is also an experienced sailor who has competed in events in numerous classes.
METS DAME
IFDS is pleased to announce that a generous donation from METS (the Marine Industry Trade Show) and their DAME funds has been received. IFDS would like to thank them for their interest in the growth of our sport.

The funds from the grant will be used to develop a web based source of information. This will be related to the development and production of adaptations and equipment to allow people with disabilities access to water and boats. The target time for the project is 10-12 months. Past President Serge Jorgensen is developing this project. Further information about the stage of development of the project will be published in future bulletins.

IFDS Functional Classification System & Procedures Manual 2009
As discussed during the IFDS Annual General Meeting in Madrid, Spain on the 9 November 2008; anyone wishing to comment on the changes to the IFDS Functional Classification System 2009-2012 is requested to notify Emma Little at the ISAF Secretariat by email to ifds@isaf.co.uk no later than 1200 GMT, Thursday 1 January 2009.

IFDS Disabled Sailing World Championship, 2009, One-Person, Two-Person & Three-Person Keelboats
The IFDS Disabled Sailing World Championship, 2009 will be held in Athens, Greece during October 2009. Provisional dates 14-18 October 2009.

It is being scheduled to allow sufficient time for transport of boats from Weymouth Sail for Gold to Greece.

When available, further information will be published in IFDS Bulletins and circulated to RNA's.
IFDS International Classifications to be used at the Rolex Miami OCR

As the FCS 2009-2012 has not yet received final approval from the RNA's, passports valid from 2005 to 2008 will still be valid.

Proof of a sailor's classification can either be by a 2005-2008 International Classification Passport or by verification of the classification on the IFDS web site.

2012 Paralympic Sailing Competition
Gold medal-winning sailor unveils world-class new sailing facilities

The Olympic Delivery Authority (ODA) has completed its construction work on the first venue for the 2012 Games it was announced, Friday November 28th, as work was completed on new enhanced sailing facilities at the Weymouth & Portland National Sailing Academy (WPNSA). The completion of works at Weymouth & Portland was joined by the announcement that the National Lottery has raised £375 million of its £750 million target for the London 2012 Games, through sales of specially-designated Lottery games. The money raised will go towards funding the provision of facilities and supporting infrastructure for the 2012 Games.

The Olympic and Paralympic sailing events in 2012 will be hosted at the Weymouth & Portland National Sailing Academy which offers world-class facilities and some of the best small boat sailing conditions in the world. The Olympic Delivery Authority (ODA) and its contractors Dean & Dyball have now completed work to enhance the existing sailing facilities with the construction of a new permanent 250m slipway and new race-boat parking, lifting and mooring facilities. The completion of the project delivers an early legacy of world-class facilities for elite athletes and the local community to use.

ISAF Sailing World Cup
There has been a great deal of discussion about the ISAF World Cup series in relationship to Paralympic sailors. It is the position of IFDS to support the notice of series which states that the events are open only to Olympic and Paralympic eligible teams. There are several reasons for this limitation. One is that the organizers of each event face enormous problems when they are asked to make exceptions on eligibility for either Olympic or Paralympic classes. Because of these difficulties, the decision was that requirements for participation should be clear-cut and consistent for all classes competing.

Please note that as previously reported, IFDS will be conducting a test ranking system during 2009. After conversation with coaches and sailors, the events selected for the trial are as follows:
Miami OCR, USA (January 2009)
Semaine Olympique Française (Hyeres), FRA (April 2009)
Sail for Gold Regatta (Weymouth), GBR (September 2009)
2009 IFDS Disabled Sailing World Championship, Single-Person, Two-Person, Three-Person Keelboats, GRE (October 2009).

IFDS Vice-President John Twomey and IFDS Coaches Commission Chairman Betsy Alison are working on this project, along with ISAF Disabled Sailing Secretary, Emma Little. Further information will be published when available.

AGM Submission 06- 08/IFDS - Eligibility and Role Definition for SKUD18 Sailors
During the IFDS Executive Committee Meeting in December 2008, the following revised version of the US submission at the AGM was approved in principle.

It is now being circulated for comment and approval by RNA's. Any responses are requested to be received by Emma Little no later than 1200 GMT, Thursday 1 January 2009.

Competitive Field For Kiwi Cup And IFDS One-Person Worlds
Sailability Auckland is hosting the inaugural Glenn Family Foundation Kiwi Cup with the IFDS Disabled Sailing World Championship, 2009, Single Person Keelboat (Non-Technical) to be held concurrently with an Access Liberty Open World Championship.

Spanish National Association of 2.4mR
Recently created is the Spanish National Association of the 2.4mR by Rafa ANDARIAS, who is also the President.

During 2009, it is anticipated that several International Events will be held; each event will have a minimum of 17 boats available. The proposed events are as follows:

- Princess Sofia Trophy in Palma-Mapfre in Palma Mallorca (4-10 April 2208).
- Santander "Cantabria Infinite" (To be confirmed)
- Valencia 'Cup Iberdrola (To be confirmed)
National Association of 2.4mR, Rafa ANDARIAS
Blind sailor and title defender Matt CHAO (USA)
Blind sailor and title defender Matt Chao demonstrates his unique helmsmanship style in this year's Blind Sailing National Championship hosted by Sail Newport, USA during the 2008 Clagett Regatta. Fellow blind sailor Deb Keating tends the main sheet as sighted guides Peter Frisch, center, and Tom Winston assist.

Watersports Atlantic Games
The French Disabled Sailing Coach, Jean-Jacques DUBOIS has informed IFDS that the organizers of the Watersports Atlantic Games would like to open their event to the disabled sailors competing in the Single-Person Keelboat class, 2.4mR.

Currently this event is host to athletes competing from 15 countries from the Atlantic coastline.

The following venues for the three next years are :
2009, Porto, Portugal
2010, Vigo, Galice, Spain
2011, Cardiff, Pays de Galles, Great Britain

Nominees Announced for US SAILING's Rolex Yachtsman & Yachtswoman of the Year Awards
On the 17 December 2008, US SAILING announced that they have chosen five 2008 Olympic and Paralympic Games medalists as the sport's 2008 Athletes of the Year for outstanding performance and achievement this year. Paralympic Gold Medalists Nick Scandone and Maureen McKinnon-Tucker have been chosen as the Team of the Year and Paralympic Bronze Medalist John Ruf is the Paralympian of the Year. These winners were first-time Paralympians whose impressive medals exemplified their sportsmanship, talent and dedication to the sport.

US SAILING's 2008 Team of the Year
Nick Scandone and Maureen McKinnon-Tucker won a gold medal at the 2008 Paralympic Sailing Regatta in Qingdao, China. Thanks to a substantial lead in the SKUD18 fleet, they clinched the gold medal a day early and with two races left to go. While they had only been sailing together for a year, Scandone and McKinnon-Tucker proved to be an unstoppable force in a competitive doublehanded fleet. Their win was also the first time the U.S. Paralympic Sailing Team has won a gold medal in the history of the Games; McKinnon-Tucker was also the first female gold medalist in the history of the Paralympic Sailing Regatta.


US SAILING's 2008 Paralympian of the Year
John Ruf exceeded expectations by winning an impressive bronze medal in a tight 2.4 mR fleet at the 2008 Paralympic Sailing Competition in Qingdao, China. Surrounded by previous Paralympic medalists and world champions, first-time Paralympian Ruf peaked at the 2008 Games and proved his talent by claiming his place on the podium. (His rivals included France's Damien Seguin, the defending gold medalist, Germany's Heiko Kroger who won a gold medal in 2000, and The Netherlands' Thierry Schmitter who won bronze in 2004.) "He came into this as an underdog," said the U.S. Paralympic Sailing Team's Coach Betsy Alison, who credited his medal to his strong work ethic and his determination to improve his boat speed.
