Message from the President Linda MERKLE (USA)
It is with great pleasure that I introduce myself to you as the new IFDS President. Working with the sailors and volunteers of this group has been a passion of mine since my first introduction in the late 90's, first at the Atlanta Paralympic Sailing Competition at Lake Lanier in Georgia and then following up with every World Championship and Paralympics since then. Over the years I have met some wonderful and committed people - from development to medical to technical aspects - and of course our "stakeholders" the sailors.

Deepest thanks to both Serge JORGENSEN (USA) and Jan ROMME (NED) as they retire as active members of the IFDS Executive Committee. Their contributions have added immeasurably to the growth of the sport and I look forward to continuing the work done by previous presidents. Both Ian HARRISON (GBR) and Serge JORGENSEN (USA) are still important members of the team and their continued efforts are valued.

Exciting times are ahead for IFDS and we will make every effort to keep you informed of the activities of the IFDS. You can assist us by keeping IFDS informed about events taking place by sending further information to the secretariat.

The Executive Committee, Committee Chairmen and I are committed to working to help our sport grow to its fullest potential. Thank you for your support.

IFDS Annual General Meeting
The International Association for Disabled Sailing (IFDS) AGM was held on Sunday 9 November 2008 in the Hotel Melia Castilla, Spain. IFDS President Serge JORGENSEN (USA) chaired the meeting and started by providing a brief overview of the work of the IFDS during 2008 with further information available in the IFDS Annual Report. The meeting then moved onto the Election of Officers. The two vacancies on the IFDS Executive Committee were filled by Wilfried KLEIN (GER) and Costantine (Costas) TSANTILIS (GRE). The new members on IFDS Committees were announced and welcomed to the IFDS.

2008 Paralympic Games
Record Number of Doping Tests

On the 10 October the International Paralympic Committee (IPC) announced that only three anti-doping rule violations occurred during the Beijing 2008 Paralympic Games. Because there were no anti-doping rule violations in competition, the IPC felt that the event was a good representation of fair competition.

The total number of athletes tested was 893, with 215 being out of competition and 678 in competition. Compared to Athens in 2004 where 680 tests resulted in 10 anti-doping rule violations, the IPC saw a clear progression in the fight against doping.

ISAF Regulation 18.6 - World Championships
During the 2008 ISAF Annual Conference, Madrid, Spain, it was agreed that ISAF Regulation 18.6 be amended as below:

18.6 The International Association for Disabled Sailing (IFDS) may hold IFDS World Championships as follows, subject to approval under Regulation 18.1:

(a) up to a total of five IFDS World Championships per year are authorized;

(b) IFDS shall select the World Championships from the following disability event categories:

(i) One-Person Keelboat Open;
(ii) Two-Person Keelboat Mixed;
(iii) Three-Person Keelboat Open;
(iv) Multihull Open;
(v) One-Person Non-Technical Open;
(vi) Vision impaired (with sighted guides) Open;
(vii) Vision impaired (without sighted guides) Open, and
(viii)Intellectually Disabled Open;

(c) Regulation 18.2.1(b) does not apply to IFDS World Championships;

(d) IFDS may "Recognize" classes of boats or equipment as suitable for sailing by disabled sailors, in accordance with standards to be adopted by IFDS; and

(e) IFDS World Championships authorized in this regulation shall be held in equipment recognized by IFDS as provided in 18.6(d).

Proposed SKUD18 Modifications
Proposed SKUD18 Modifications
On the 20 November 2008, information was sent to all SKUD18 Owners, Sailors and IFDS Recognized National Authorities. The letter which was distributed provided further information about the proposed modifications to the SKUD18 building specification. The proposed modifications involve the following:

(a) Gunwale
(b) Centreboard/Bulb
(c) Chainplates/Lifting Points
(d) Rudders
(e) Adjustable Tie-Rod
(f) Mast, Boom & Rigging
(g) Mast Post and Step
(h) Gennaker Sock

Feedback on the proposed changes are currently being sought by the class. Any comments should be emailed to the address detailed below, no later than 20 December 2008.

2012 Paralympic Games
The London 2012 Organizing Committee of the Olympic Games and Paralympic Games (LOCOG) recently launched the London 2012 Pre-Games Training Camp Guide for the Paralympic Games. The Pre-Games Training Camp Guide contains 175 sporting venues and facilities throughout the UK which meet the standards required to host Paralympic teams and athletes in the run up to the London Games in 2012.

Published online, the Guide outlines different venues from all over the country which are suitable training bases for each of the 20 Paralympic sports in 2012 as teams prepare for the Games.

Developed by the London 2012 Organizing Committee and VisitBritain, the website showcases the quality and variety of sport facilities in the UK capable of hosting elite Paralympic athletes. National Paralympic Committees choosing to base their athletes at one of these training camps are eligible to receive a financial award of up to £25,000 (GBP) from LOCOG to assist with costs relating to Pre Games Training Camps.

Paralympic Classes are invited to compete in the events that make up the ISAF World Cup. Further information about the inclusion of the Paralympic Classes will be detailed in the Notice of Race for each event. The events making up the World Cup are as follows:

IFDS Rankings
The IFDS with the kind co-operation of ISAF will be operating a Ranking System using the ISAF Ranking System.

Discussions are underway as to which events will count in the Rankings. As soon as this has been confirmed, further information will be sent to RNA's and published in the Bulletin. RNA's will then be requested to provide feedback on the ranking system.

In the mean time, athletes are requested to send confirmation of their ISAF Sailor ID (e.g. SWEGF1) to ifds@isaf.co.uk as soon as possible.

US Sailing - Hugh Elliot Receives National Recognition for Outstanding Contribution to Disabled Sailing

On the 17 October 2008 in St. Petersburg, Florida, USA, the National Governing body for sailing in the US, US SAILING, presented Hugh ELLIOT with the Gay S. Lynn Memorial Trophy for his outstanding contribution to sailors with disabilities and the sport of disabled sailing over a sustained period of time.

A lifelong sailor, Hugh Elliot became involved in disabled sailing following a car accident 1993. It was Gay Lynn, after whom the trophy is named, who encouraged Elliot to try disabled sailing. He went on to compete in the 2000 U.S. Paralympic Team Trials and emerged as runner-up of that event. Since that time, Elliot has made it his personal mission to mentor sailors with disabilities, promote disabled sailing and encourage others to do the same.

Yachting Australia - Moving forward with development of Project CONNECT, an Australian Sports Commission and Australian Paralympic Committee joint venture to encourage the promotion of inclusivity for sailors with disabilities.

A National Disability Action Plan for Sailing has been developed, with initiatives in all areas of sailing for people with disabilities. This Plan has also been registered with the Human Rights and Equal Opportunities Commission.
