A Message from the IFDS President Serge Jorgensen
This year is proving to be a busy one for IFDS. With preparations continuing for the 2008 Paralympic Sailing Competition, Qingdao, China; there is also a great deal of activity elsewhere. A successful IFDS Disabled Sailing World Championship for the SKUD18's was held in Singapore, which served as the second qualification event for the Two-Person Keelboat Class. In addition, sailors in the Paralympic classes have competed in Miami and Hyeres. Recently completed was the hugely successful International Regatta in Qingdao; the venue is beautiful and the Chinese proved that they are on target for a great Paralympics in September. Many thanks to the Technical Delegates, Phil VARDY and Ian HARRISON and Technical Delegate Secretary, Pauline HARRISON as well as to the Chinese Organizing Committee for their hard work in preparing for this event.

The IFDS Executive Committee met in Qingdao during the event there and hosted a morning visit to the venue from the ISAF Council. In addition, the Equipment Evaluation Commission held trials in Hyeres in April and are still discussing the submissions. A decision on the chosen equipment for the One-Person Keelboat and Three-Person Keelboats for 2012 and 2016 will be announced prior to the IFDS AGM, to be held in Madrid in November.

Also upcoming is the IFDS Disabled Sailing World Championship, Multihull which is being held during July in Cascais, Portugal. Entries to date, which reflect participants from a wide range of countries, suggest that it will be a great event for the sailors.

IFDS Recognized National Authorities should be looking ahead to the Annual General Meeting itself as deadlines are approaching for Submissions, Committee Nominations and Nominations for two vacancies on the IFDS Executive Committee. Further information will be sent directly to RNA's.

We are looking forward to 2009 when the IFDS Blind Sailing World Championship takes place in Lake Rotorua, Bay of Plenty region, New Zealand; IFDS Disabled Sailing World Championship, 2009, Non-Technical and the IFDS Disabled Sailing World Championship 2009, Single-Person, Two-Person and Three-Person Keelboat.

Finally, sometimes we forget that IFDS is a volunteer organization; in this Paralympic year, members of the Executive Committee as well as many others are working hard to meet our mission of Sailing for All. Should anyone have any comments or suggestions, they are welcomed.

IFDS Disabled Sailing Worlds
The home team of Jovin TAN and Desiree LIM from Singapore won the 2008 IFDS Two-Person Keelboat World Championship by the narrowest of margins, qualifying their nation for the Paralympic Games in the process.

Great Britain won two gold medals with the third going to France as the IFDS Qingdao International Regatta concluded with another great day of racing at the Qingdao Olympic Sailing Centre.

ISAF Sailor Biographies
The IFDS is requesting that all sailors competing in the 2008 Paralympic Sailing Competition complete an ISAF Sailor Biography in full.

ISAF Sailor launched during 2002 offers many services, including the opportunity for sailors to record general information about themselves, their sailing achievements, sign up to receive the IFDS Monthly Bulletin, take part in the Sailors Forums and much more.

IFDS International Classification Seminar
In addition to the competition on the water, the recent IFDS Two-Person Keelboat World Championship in Singapore also provided an ideal opportunity for the region to groom new national sailing classifiers for persons with disability.

IFDS Equipment Evaluation Event
The successful IFDS Equipment Evaluation Event took place in Hyeres, France, 25-28 April where four Single-Person and three Three-Person Keelboats were evaluated.

The on the water evaluations took place on the 26-27 April and the manufacturers were invited to attend an interview on the 28 April.

The Equipment Evaluation Commission is presently considering the information gathered during the event and will be meeting over the forthcoming months.

Recommendations for the chosen Equipment will be presented to the IFDS Executive Committee following the 2008 Paralympic Sailing Competition.

2008 IFDS AGM In Madrid
The 2008 IFDS Annual General Meeting is scheduled to be held in November 2008 in Madrid, Spain at the same venue as the ISAF Annual Conference.

The official website of the Beijing 2008 Paralympic Games, Paralympic.beijing2008.cn, was launched on 29 May, on the occasion of the 100-day countdown to the start of the event.

Beijing 2008 - 2.4mR Measurement
As a result of questions about measurement certificates for 2.4mR's, sailors should be aware that rigorous measurement will be performed in Qingdao this September. Boats will be floated to check lines and displacement and many sailors are finding that they need to reposition or reduce lead in order to pass measurement and comply with Appendix K of the Class Rules. There has also been some question about the use of Soric in construction. It is expected that Soric-constructed hulls will be allowed for competition. Finally, there are some potential problems with beam measurements if the deck was not attached while the boat is still in the mold. Sailors are advised to make sure that their boat meets these basic measurement requirements prior to the 2008 Paralympic Games.

Beijing 2008 - Classification Master List
The IPC will shortly be publishing the updated Lists for all sports on the Beijing 2008 Paralympic Games programme on the IPC website. From that date onwards, only NPCs will be able to request Athlete Data Verification, using the appropriate form that will be made available at that time by the IPC.

The deadline for NPCs to return Athlete Verification Forms to IPC, using the IPC Athlete Classification Verification Form will be 30 June 2008.

Details on the Beijing 2008 Paralympic Games Classification Programme can be found in the Beijing 2008 Paralympic Games Classification Guide published by BOCOG.

Parallel to the Beijing 2008 Paralympic Games Classification Programme, every IPSF should evaluate their athlete's classifications and if any changes should be made, the relevant IPSF (IFDS/Sailing) should be contacted.

IPC are encouraging all National Federations (NFs) and National Paralympic Committees (NPCs) to make sure that as many athletes as possible are classified appropriately before the 2008 Paralympic Sailing Competition, by checking the accuracy of athlete data on the Classification Master Lists through the verification process as detailed above.
Beijing 2008 - Athlete Eligibility
All athletes taking part in the 2008 Paralympic Sailing Competition are reminded that in order to be eligible, they must have competed in an official IFDS Competition between 1 October 2004 - 6 July 2008. For the purposes of compliance with the Qualification System for the 2008 Paralympic Sailing Competition, the events detailed on the IFDS Events Calendar are regarded as 'Official IFDS Competitions'.

BOCOG Holds Mobilization Meeting
On Tuesday 27 February 2008, BOCOG held a mobilization meeting regarding the preparatory work for the Paralympic Games.

In order to further reinforce the leadership surrounding the Paralympic preparations and to consolidate the teams, BOCOG has decided to establish a command department for the preparatory work for the Beijing Paralympic Games.

Chinese Governments Law Amendment
The Chinese government has recently adopted a law amendment to better protect more than 83 million people with a disability in China in the run-up to the Beijing 2008 Paralympic Games. The amendment to the Law on Protection of the Disabled, which has been discussed twice by the Standing Committee of the National People's Congress in February and April, was expected to go into effect on 1 July 2008.

London 2012 - Pre-Games Training Camps
Over 600 sports facilities from across the UK will appear in the London 2012 Pre-Games Training Camp Guide. The Guide will be published at the Beijing 2008 Games, with a new website showcasing the options. National Olympic Committees (NOCs) and National Paralympic Committees (NPCs) will be able to decide where to base themselves or where to send individual athletes to prepare. The record number was selected according to specific criteria and shows the high quality of sports facilities available in every nation and region of the UK. They will offer athletes from across the world the opportunity to train and acclimatize in their sport ahead of the London 2012 Games.

London 2012 - IPC Happy With Preparations
On the 6 March 2008 a delegation from the International Paralympic Committee (IPC) including IPC Chief Executive Officer (CEO) Xavier Gonzalez, met with the London 2012 Organizing Committee for the Olympic and Paralympic Games (LOCOG) to conduct its third project review.

Disabled/Open Midwinter's Regatta Report
Nearly flawless sailing conditions greeted competitors from nine countries for the Disabled Open Midwinter's Regatta in St. Petersburg, Florida, USA. All three Paralympic classes were included in this event with competitors from Finland, Great Britain, Canada, Italy, Israel, Norway, Germany, Ireland and the United States of America completing seven races over three days.

IFDS Blind Sailing World Championship Preview
New Zealand is the host of the IFDS Blind Sailing World Championship which is being run on the 12-21 March 2009, Lake Rotorua in the central North Island.

This World Championship will bring together both blind sailors and sighted support crews from around the world to compete in this prestigious World Event.

SETH IFDS Disabled Sailing World Championship Preview
The SETH IFDS Disabled Sailing World Championship, 2008, Multihull will be taking to the water in the stunning venue of Cascais, Portugal and will be sailed in Challenger Trimarans.

The organizing club have vast experience of top class racing and ran the successful ISAF Sailing World Championships during 2007.

Entry to this event has now closed, but the organizing committee have announced that 28 sailors from 15 countries will be participating.

Canadian Paralympic Committee News
The Canadian Paralympic Committee (CPC) expressed support for the federal government on 26 February for including money in the 2008 federal budget for summer Olympic and Paralympic sports.

The Paralympic Council of Ireland (PCI) recently launched its ParaLions Programme to encourage young people with a disability to become involved in Paralympic Sport and become a potential Irish athlete for the London 2012 Paralympic Games and beyond.
